Carbon Responsible Transport Strategies for the North Sea Region


Summary

While the NSR deals with the effects of climate change, transport-related CO2 emissions continue to increase. We face an urgent need to develop and implement carbon reduction strategies and to secure an ongoing energy supply for transport. The NSR has a huge potential for innovative transport strategies which could improve the economic performance of its regions and cities in a post-fossil economy (see Lisbon Agenda).

Transnational collaboration will be used in terms of building political support and momentum, as well as in concrete terms of establishing uniform standards and infrastructure across the region. CARE-North has developed and plans to implement, innovative carbon reduction strategies for urban and regional transport in order to maintain and improve accessibility in a more carbon-responsible way and overall make the NSR a leader in carbon-efficient accessibility.

Background and Aim

Aim
To develop a comprehensive, strategic and practical approach to urban and regional transport/accessibility in the North Sea Region in the context of climate change and declining oil supplies. After developing CO2 reduction strategies for transport (phase one), the project will begin implementation of short-term actions and will calculate the potential of long-term actions as lighthouse/pilot actions. The project will compare the process transnationally, with cities/regions sharing the hands-on knowledge and experience gained through their local projects to provide valuable input for framework setting at the European and national levels, thus bridging the gap between policy, research and practical application by end users.

April - September 2011

The project is now entering its final phases with results and subsequent reports and findings emerging.  In some cases findings have also been analysed.  A good example of such an evaluation is with the Malmö partner, who worked on delivering information targeting inhabitants regarding new travel possibilities: The test period where 45 frequent car-users commuted by train for a month and consequent evaluation has now been completed.

The project participated at ICLEI's European Convention 2011 "Cities in Europe 2020 – Enhance sustainability now!" in Brussels, Belgium, 12-14 September 2011. The project had a showcase opportunity at this event.  ICLEI facilitated two half-day sessions, focusing on four different topics: The EU approach to urban mobility in the strategy towards 2020, The future role of e-mobility for sustainable urban transport, Using instead of owning – shared use models on the way forward and inter-modal service integration – the way forward for sustainable urban mobility? The Lead Partner of the Care North project had the opportunity to present and be a panelist on one of the sessions, having an interactive discussion with the audience and other presenters.

During the reporting period Bremen worked actively in the exchange on the national level in several working groups of the 'National Platform Electric Mobility' – organised by the Federal Ministries for Transport and for Environment. The development of strategies and policies for the implementation and impact of electric vehicles has not been finalized, but one important outcome of the work done was a new legal directive for the implementation of loading infrastructure on public street space/ ground in Bremen.

 
October 2010 - March 2011

The project continues its involvement with the international organisation Local Governments for Sustainability (ICLEI).  The project is involved in the first preparation with ICLEI for it's Final Conference as part of Rio+10 in 2011 ongoing – including the Political Recommendations. The Rio+20 Earth Summit / United Nations Conference on Sustainable Development, will be held in Rio de Janeiro, Brazil, on June 4-6, 2012. With the planned summit of NGOs before, the CARE-North Final Conference is planned for about late April  2012 in Bremen.

In addition to this ICLEI will lead the set-up of the framework for the work to be conducted as part of the projects 9th work package, such as the base for discussion of the EU-wide sector's political understanding and policy implications contributes considerably towards the projects impacts in the longer term.


April - September 2010

The project's activities were included and discussed in a report written by ICLEI  (Local Government for Sustainability) on the transport sector's trends and policies in Europe, which is to serve as a guideline to the planning and implementation of sustainable urban mobility plans for cities of neighbouring EU countries Ukraine (Sevastopol) and Moldova (Chisinau).

The project was showcased in the ICLE (Local Government for Sustainability) co-organised 6th European Conference on Sustainable Cities and Towns in Dunkerque, France between 19-21 May 2010. More than 1800 persons participated in this international conference: Europe's largest local sustainability event. The Lead Partner had the opportunity to present the project in a parallel session, and had an interactive discussion with the audience and other presenters.

A project was represented at the  EXPO 2010 in Shanghai. The possibility was used as a promotion event in Bremen for the car-sharing theme as a part of the CARE-North activities. Workshops were held during the EXPO2010 in Shanghai i.e.
