North Sea Screen Partnership


Summary

NSSP seeks to tap the potential of the creative industries (i.e. the film industry) to promote innovation and growth in the NSR and increase the region's competitiveness in a global context. Transnational cooperation is concentrated on common challenges, such as marketing, financing and SME support.

The project aims to tackle issues such as fragmented national markets inhibiting critical mass creation (developing economies of scale), lack of coherence and coordination of actors and actions across the NSR, and loss of talents in more peripheral areas.

Background and Aim

Aim
NSSP aims to support the development of existing NSR clusters in film/TV/interactive media sector through transnational working within and between clusters to build the capacity of companies, particularly SMEs, to compete more effectively and to encourage investment outside of metropolitan areas where historically wealth creation/employment has been focused.

NSSP aims to:
Establish a transnational network and locations database to identify existing industry resources to assist production companies locate and work with indigenous companies, as well as partner search for NSR companies. It will promote the NSR as a hub for media production through more efficient delivery of services to incoming production and improved productivity by indigenous companies.

Establish a business development platform engaging NSR screen agencies, policymakers, business support agencies, educational institutes, research centres, media companies to network, identify best practice and deliver workshops and master classes to raise skills levels and promote knowledge transfer.

Raise skills of current and potential workforce via mapping/benchmarking industry learning provision and delivery of a transnational work and training exchange schemes.

Establish a transnational advanced research centre in media productions techniques to act as an interface between research and industry and support technology transfer to companies.

Background
The EU's i2010 Strategy recognises the content industry as being at the vanguard of the digital revolution and that for European creative industries it offers a great opportunity for innovation and growth. In 2006 the EU recognised the need for

April - September 2010

To promote business development for the NSR film, partners have engaged with the industry in the delivery of master-classes, workshops and seminars. These included media network events focusing on new business models, social media networks, media revenue models and gaming.

A Co-Production Conference was held that provided specific opportunities to meet and identify suitable partners within the NSR: The event brought together authors, producers, film commissions, broadcasters, film-makers and international funders. More than 70 filmmakers responded to the invitation to present NSR-based projects.

The NSSP Visual Effects Research Lab (VERL) is now fully operational and was awarded a Scottish Funding Council Innovation Award to work on a joint venture with a Scottish SME. The VERL project team will produce a stereoscopic 3Dfilm of a surgical procedure. It is anticipated that the process will be adopted by the stakeholders and may be commercialised. 

October 2009 - March 2010

"Produce, Shoot, Post and Learn" – NSSP Logo, print materials and website were created and launched in March 2010.

NSSP reports significant engagement with the industry in the delivery of master-classes, workshops and seminars. In relation to Knowledge & Skills Base, 2 exchange programmes including 8 master classes have been planned and delivered in collaboration with both corporate and educational partners to both local and exchange beneficiaries.

Activity regarding Cluster Mapping to attract Inward Investments has commenced planning a series of planned industry events. A database of organisations for establishing horizontal and vertical connections has been commenced and is already well developed. Research on funding support and incentives is being jointly undertaken.

The VERL Visual Effects Research Laboratory is the only facility of its kind and represents a truly innovative approach to facilitating Visual Effects in the region. VERL provides a well-equipped laboratory environment for researchers and partners in the creative industries throughout the North Sea Region to carry out new and innovative research.

April - September 2009

In its first phase of implementation, NSSP established contact and involvement to national and European film policy as well as to other Interreg projects within and outside the North Sea Region. The project has contributed to the European policy of MEDIA through the delivery of a Masterclass programme. NSSP was presented to the North Sea Commission and to the Danish Minister of Culture. In the UK, the project is involved in the development of the East of England Joint Implementation Plan. In reaction to its dissemination activities, the project attracted media coverage across TV, web, press and radio. A NSSP website will soon be available at: http://www.northseascreen.eu

Among the partnership, NSSP provides a forum facilitating partners to recognise their cultural and operational synergies and differences, it has provided the opportunity to establish communications between partners who have moved from the process of partnership formation into that of working and learning together. Work package activity has started as follows:

Implementation activities towards establishing a Business Development Platform for NSR film/TV/interactive media companies have started, including research into engagement strategies and venture capital sources. Work for Cluster Mapping to attract Inward Investment has included a systems review, data collection and marketing activity to enable a SWOT analysis. Based on initial research, all screen offices provide free services to support the media production sectors (including advertising, film and TV). Knowledge & Skills Base:  Masterclasses have been delivered in collaboration with both corporate and educational partners to local and exchange beneficiaries. The first draft for a database has been created and a levelling report drafted.
