The Port is Yours


Summary

POYO is focussing on maintenance processes, i.e. preventing problems instead of solving them, in order to increase the efficiency in the production process of the ports in the North Sea Region and thereby to enlarge competitiveness and innovation opportunities.

POYO is strengthening and empowering networks to create an international cluster in the North Sea Area, thereby laying the basis for knowledge transfer on innovative maintenance techniques and the development of an EU standard towards certification of all maintenance techniques.

As a main result, 4 physical Centres of Excellence will bring together industry/SME and vocational education to bundle knowledge and experience on maintenance issues. An action plan and a handbook will foster European certification on maintenance courses.

Background and Aim

Aim
POYO will strengthen and empower the networks in the North Sea Area to become an international cluster, so knowledge transfer in the field of innovative maintenance techniques will take place and European certification can be fostered.

The binding factor in the strengthening of the cluster will be to come towards a standard on certification of all maintenance techniques. This will enable the industry, policymakers and knowledge institutes to focus to their core competences, reaching innovation and economic growth for the whole area.

Certification also means education. Especially with innovative techniques like adhesive bonding, the only way to ensure conformity to certification standards is by getting and keeping staff up to date through training.

Background
The ports in the North Sea Area play a vital role in the economical situation. Not only do they handle about 90% of EU trade with third countries and about 30% of intra-EU traffic, they also consist of large industrial areas where industrial companies in different sectors establish their manufacturing companies.

All North Sea ports are facing similar challenges. They want to increase production, stay economically sound and keep their leading role. Furthermore demographical issues play a role: It has become increasingly difficult to attract sufficiently skilled employees, whilst a considerable amount of existing technical staff is about to retire. This means that a lot of effort needs to be put into education and recruitment of people to work in the harbour.

The third challenge that the port areas face, is the upcoming competition. Emerging markets, like China, show a huge increase in throughput and investment in port areas over the last years. The labour costs are very low there and there is not so much focus on environmental issues as in Europe.

POYO addresses these challenges by addressing a common process that is of major importance to all industry in port areas and also to the SME's involved.

The Lisbon strategy puts knowledge and innovation at the heart of European growth. This is facilitated by POYO by the knowledge transfer of innovative maintenance techniques between different industrial sectors and developing standards and certification, which improves innovation.

The innovative technique of adhesive bonding will be used as a test case within the sectors of automotive, aircraft, shipbuilding and the petrochemical industry in the North Sea Area (At this moment this technique is only certified in Germany).

At this moment some networks are established in the areas of the different POYO partners, existing of industry, policy makers and research institutes. We aim to strengthen and empower these networks to become real international clusters.

Expected Outcomes
  • State of the art-inventory on maintenance techniques and the skills needed;
  • 4 physical centres of excellence;
  • POYO portal, digital platform for training, and exchanges of experiences between different sectors;
  • 4 digital courses on maintenance;
  • Network of 500 companies in at least five countries;
  • Action plan and Handbook for a European certification on maintenance courses.
October 2010 - March 2011

Progress is being made with the projects' various Centres of Excellence.  For example in Belgium (Bruges) and Newcastle (Gateshead College) the Centres of Excellence are now operative.  The Centre of Excellence in Rotterdam is expected to be open in September 2011.

Work has taken place on the development of the projects certification handbook and this has involved dialogue with the Chairman of the European Federation of National Maintenance Societies certification committee.

A total of 15 teachers were trained in subjects ranging from adhesive bonding technology to plastic processing at the various Centre of Excellence locations during the reporting period.

April - September 2010

Development has been made with the Centres of Excellence (CoE) to be established in the beneficiary countries. In the Netherlands the CoE is planned to be completed by February 2011. In the UK (Gateshead) the CoE is ready and operative and in Newcastle the CoE is very close to completion. The Belgian CoE is nearly ready with an official opening expected at the start of 2011. The virtual Hamburg CoE already exists.

Two exchanges of trainers initiatives have taken place: In October teachers and trainers from Newcastle College, Gateshead College and Syntra West travelled to Germany and the UK to follow specialist trainings in maintenance, such as welding techniques and electric auto hazards.

In Germany, the POYO beneficiaries attended a promotional exhibition at the town hall in Hamburg, which received about 10,000 visitors. In the Netherlands there has been contact with the Dutch Institute for Welding in order to develop certification in welding/adhesive processes.

October 2009 - March 2010

After the initial start up phase project activites are now being further developed.  The project partners (Syntra West, Newcastle) have already started with the purchase of equipment necessary for their Centre of Excellence (CoE).  Activities to build up the CoE have begun also at Gateshead. The Belgian CoE will be located in Kortrijk,  Flanders and is hoped to be ready after the summer 2010; Newcastle College also identified the place where their CoE will be built up.

The partner Hamburger Volkshochschule developed a questionnaire and templates necessary to implement the inventory of existing educational courses in maintenance. Experts from HWK Hamburg gave a significant contribution (mostly of technical level) to the development of both questionnaire and templates. Questionnaires were submitted to local companies and other stakeholders in the Poyo countries.  The final results will be available when ready.

The project partners also used the period to discuss and develop further the 'road show' concept in each single country.  The road shows will be a one-day event where local companies of the maintenance sector as well as other key local stakeholders should be present. The road shows are planned to start in 2011 when all the CoE's will be operative (road shows will be implemented at CoE's). Poyo partners are now busy spreading information among local SME's about this upcoming event.

The German partners HWK and VHS organised  a local "round table" to promote Poyo in the Hamburg area and to start the debate about market's needs in term of professional figures or competences. This round table was one of the steps the project is taking to build up a local cluster about maintenance in port areas.

The project partners have been busy developing contacts in the field.  The Lead Beneficiary has found a European Body (the EFNMS, European Federation of National Maintenance Societies) which should be the relevant body with which to discuss certification in the maintenance sector at EU level.  The Lead Beneficiary has also established contact with KMU (Koninklijke Metaal Unie – Royal Confederation of Metal) and the Sea National Authorities.  The partner HWK Hamburg has made contact with the DVS (German Welding Association) and MACO (Maritime Centre of Excellence).
